Proceedings of the Executive Meeting of Bangiya Arthaniti
Parishad held on
10.04.2011 (6 P.M.) at St. Xavier’s College (Autonomous), Kolkata.
Twenty-one out of twenty-four newly elected members of the Executive
Committee of the Parishad were present in the said meeting. Dr. Biswajit
Guha, Dr. Pankaj Basu and Shri Kushal Bhaskar were not present.
Dr. Fr. Felix Raj, the outgoing Secretary of the Parishad ,welcomed the
newly unanimously elected members of the Executive Committee for the
year 2011-2014. The agenda-wise proceedings are given below:
Agenda 1: To elect the Protem Chairman:
Prof. R.K. Sen proposed the name of Shri Ananthbandhu Mukherjee for
conducting the election as a Protem Chairman for item 2. His proposal
was seconded by Prof. Biswajit Chatterjee.
Thereafter, Members observed one minute silence for the sudden death of
Prof. Santosh Kr. Bhattacharyya, former Vice-Chancellor, University of
Calcutta and former Conference President of the Parishad , and Prof.
Ajit Kumar Sinha., former President,Indian Economic Association and a
life member of the Parishad.
Agenda 2: To elect the President for 2011-2014:
Dr. Mrinal Dasgupta proposed the name of Prof. Biswajit Chatterjee as
the President of the BAP for the year 2011-2014. It was seconded by
Prof. R.N. Nag .
As there was no other name, the Protem Chairman declared Prof. Biswajit
Chatterjee unanimously elected President of Bangiya Arthaniti Parishad
for 2011-2014. He then requested Prof. Chatterjee to take the Chair of
the Executive Committee Meeting.
Agenda 3: Co-option of Two Members:
Dr. R.K. Sen and Fr. Dominic Savio S.J have been unanimously declared as
co-opted Members of Executive Committee of the Parishad for 2011-2014.
Agenda 4: To elect the other Office-Bearer for 2011-2014:
Prof. Chatterjee thanked all Members of BEA Executive Committee for
electing him for the third consecutive time as President. He sought
cooperation of all Members for developing the BEA into new heights of
President Prof. Biswajit Chatterjee then invited nominations for
election of other Office Bearers of the Parishad for 2011-2014. Proposed
by Dr. D.N. Bhattacharya and seconded by Prof. R.K. Sen, the following
panel was accepted :

The EC thanked outgoing EC Members of BAP, its Office-Bearers, Advisors
and Managing Editor and also the LOS for 31st Annual Conference for
their service to BAP. The President thanked all the outgoing
Vice-Presidents, Joint Secretaries, Treasurer, Managing Editor,
Associate Editors for their work and efforts during the last term. The
President also offered thanks to Dr. Fr. Felix Raj, Fr. Dominic Savio,
SJ, LOC of the 31st Conference for extending their cooperation for
making the 31st Conference of the Parishad at St. Xavier’s College
(Autonomous) successful. The President also offered thanks to Prof.
R.K. Sen, Chief Election Officer and Fr. Dominic Savio, SJ, the
Assistant Election Officer for conduction Triennial Election
efficiently. The EC thanked Prof. R.K. Sen for providing valuable
space for the Association at the IIDS premises, Shyambazar for the last
twelve years, and for steering the publication of Arthabeekshan as
Managing Editor during last six years. Resolved that Asim K. Karmakar,
new Managing Editor of the Arthabeekshan will be the Invitee Member to
the EC of the Parishad.
Minutes of the Executive Committee Meeting of the Bangiya
held on July 24, 2011 at St. Xavier’s College (Autonomous), Kolkata
The second meeting of the ‘newly’ formed Executive Committee (2011 –
2014) of the Bangiya Arthaniti Parishad was held on July 24, 2011 at the
St. Xavier’s College (Autonomous), Kolkata. The meeting, in which 20
members (out of 24) had been present, was presided over by Prof.
Biswajit Chatterjee, President of the Bangiya Arthaniti Parishad.
The first agenda of the meeting was confirmation of minutes of the
‘first’ meeting, held on April 10, 2011 in which the present office
bearers of the Parishad had been elected. The Secretary of the Parishad
read out the minutes. Prof. R.K.Sen raised some technical points and
after incorporation of his suggestions, the minutes were unanimously
The second agenda of the day was related to the Mid-Year Seminar of the
Parishad, scheduled to be hosted by Kabi Michael Madhusudan
Mahavidyalaya, Kashipur (Purulia) on September 24, 2011. The President
pointed out that St. Xavier’s College, Kolkata would also be hosting a
seminar in collaboration with the Parishad on September 25 & 26, 2011.
Prof. Ananth Bandhu Mukherjee raised the point that since the dates of
mid-year seminar had been finalized long ago, St. Xavier’s College
seminar timing should have been changed in order to avoid near clash of
dates. Dr. R.N. Nag of the St. Xavier’s College pointed out the
difficulty in rescheduling or postponing the dates as the Hon’ble Higher
Education Minister has already accepted his invitation and also because
of tight academic schedule of the college.
Regarding the Mid-Year Seminar, the President announced that there will
be two sessions – the inaugural-cum-pre-lunch session being devoted to
invited lectures and the post-lunch period comprising of submissions by
paper writers. He also disclosed that while the Vice Chancellor of the
Birsa-Munda University will not be available during the inaugural
function, the Secretary of the Indian Economic Association has kindly
accepted the invitation of the local organizers of the seminar to
inaugurate the seminar. The theme of the seminar is “Two Decades of
Economic Reforms in India ” and Prof. R.K.Sen and Dr. A. Karmakar will
be the speakers of Keynote address and the theme address respectively in
the inaugural session.
The President, thereafter, directed Prof. R.N.Nag to brief the members
of the Executive Committee about the seminar of the St. Xavier’s
College, Kolkata. Dr. Nag informed that the broad theme of the seminar
is “The Indian Economy: Fundamental Issues” and the sub themes are:
Macroeconometrics, agriculture, industry and environment. Prof. Nag, on
behalf of his college, expressed gratitude to the President and Prof.
Arpita Dhar (Ghose) for their continuous assistance and advice in making
the seminar a success.
The next agenda was the 32nd Annual Conference of the Bangiya Arthaniti
Parishad. The President informed the members that while Prof. Srijit
Mishra, Prof. Abhirup Sarkar, Prof. Soumyen Sikdar and Prof. Rajat
Acharyya have already accepted invitations to present key note papers in
respective sessions, Prof. Jean Dreze declined the invitation for
delivering the Prof. A.K.Dasgupta Memorial Lecture due to personal
engagements; prior to Prof. Dreze’s refusal, the invitation to Prof.
Martin Ravallion did not evoke any response too. While the President
suggested Prof. V.R. Panchamukhi as the probable speaker, Prof. R.K.Sen
and few others favoured some local person as a probable speaker on
logistic ground. Then, after some deliberations, a panel consisting of
the names of (i) Prof. V.R.Panchamukhi, (ii) Prof. Asis Kumar Banerjee
and (iii) Prof. Amitava Bose as one of the tentative speakers for the
Prof. A.K.Dasgupta Memorial Lecture was approved. After finalization of
this panel, the finalization of names for session chairpersons and
co-chairpersons and panelists for the Panel Discussions (on “Approach to
the 12th Five Year Plan” and “Census 2011”) had been taken up.

Panelists/Speakers (probable): Prof. Banhisikha Ghosh, Prof. C.R.
Malakar ,or Prof. Prasanta Pathak, It was decided that the Hon’ble
Higher Education Minister and Hon’ble Finance Minsiter of West Bengal
will be approached for their august presence in the 32nd Conference. It
was also decided that the delegate fees for the 32nd Conference will be
Rs.250/- and Rs.300/- for members and non members, respectively.
The Executive Committee then took up the publication related matters.
The President directed Dr. Samrat Roy, Joint Secretary (Finance), to
take initiative in releasing funds towards publication of Arthabeekshan
issue containing papers presented in the 31st Annual Conference (of
which he was, incidentally, one of the organizing secretaries). Prof.
Asim Karmakar, Managing Editor of the journal, informed the members
about the current status of papers for the forthcoming September issue.
He also disclosed that four papers are yet to be submitted on Food
Security theme. Prof. Dhirendra Nath Konar and Prof. Mrinal Kumar
Dasgupta, editors in charge of two volumes honouring past presidents of
the Parishad, appraised the members of the Executive Committee about the
current status of the respective volumes (in terms of papers submitted)
and both of them sounded optimistic. Shri Samarjit Das proposed that a
volume be published in honour of Prof. Biswajit Chatterjee, the present
President of the Bangiya Arthaniti Parishad. The proposal was readily
accepted and it was resolved that Prof. Ambar Nath Ghosh and Dr. Asim
Karmakar will be the editors for this volume. The Executive Committee
agreed that submissions may be sought for this volume through “Call for
Papers”, inserted in the forthcoming issue of Arthabeekshan The matter
relating to updating of the members’ profile also came up for
discussion. After some deliberations, it was decided that Executive
Committee members should take initiative in this respect and they should
try to feed necessary data and inputs based on their personal
acquaintances and information.
The President requested Prof. Raj Kumar Sen, who represented the Bangiya
Arthaniti Parishad in the recently held World Economic Conference at
Beijing, to brief the members about the Conference. Prof. Sen thanked
the Parishad for its assistance and gave a detailed report on the
Conference. He briefed the members about statute changes, composition of
membership, nature of financial assistance given to the participants by
the International Economic Association, presidential address, role of
Indian Economic Association and associate members from India in the
international body and on a host of other matters. He regretted
mismanagement during the Conference and favoured withdrawal of
membership by the Bangiya Arthaniti Parishad from the International
Economic Association due to its anti-federal nature. He, however, also
informed the members that henceforth the activities of the Parishad will
be included in the International Economic Association News Letter.
Finally, the President requested Prof. R.K.Sen and Dr. Pankaj Basu – two
members from West Bengal in the Executive Committee of the Indian
Economic Association – to pursue for funding from the Indian Economic
Association (IEA) towards publication of Arthabeekshan since the latest
News Letter of the IEA talks of this kind of assistance.
